Returns a provider's Clarify-sourced cost & quality performance breakdown,
keyed directly by H1's internal person identifier (no NPI lookup
involved): an overall total score, efficiency/quality category scores,
and a per-specialty breakdown down to individual metrics.

Notes

• Rate limited to 1,000 requests per minute.
• Returns 403 if the caller's API key doesn't have access to performance
  data.
• Returns 400 if h1_person_id isn't a valid integer (e.g. abc123 or
  123.45).
• Returns 404 if there's no performance data at all for the given
  h1_person_id (no PerformanceProviderScore row). If that row exists
  but some nested pieces don't (category scores, specialties), those
  come back as null/[] rather than failing the whole request.
